Public property that is open for development must be usable for denominational religious purposes on the basis of the right to worship.
Local governments refuse to provide permits needed for construction of mosques in city centers on the basis that the same project can be constructed within city outskirts. This is proven to be dysfunctional and leads to the overcrowding of inner city oratories. To better combat this issue, the national government of Spain can better enforce local government capabilities and power. In other words, public property lots should be properly zoned for mosque establishment to ease community reliance on oratories.
The proper distribution of public property for all different types of public needs creates a fair city center that all could thrive and coexist in. While a mosque is denominational and only of real use for those who practice Islam, mosque establishment is still a useful project that brings the community closer to coexistence and understanding of differences among residents. The community will benefit from having a mosque in their city center in ways they cannot yet understand.

Local Spaniards living in Catalonia will immediately disprove of public property being used for denominational religious use. They fear the further ghettoization of their community through mosque establishment. This appears as a bizarre excuse for underlying hispanidad. For example, Roser - a 50 year old living in Badalona - told reporters:
“This is already a ghetto ... For people from the outside, this is a ghetto. Just imagine if there was a mosque here.”
Locals immediately view mosque establishment as the downfall of their community. In other words, locals will never agree to the establishment of Mosques on public property. This is why the best approach to the passing of zoning and construction permits comes from a top down structure in which the national government executes their power over local governments by stopping Islamophobia and permitting Muslims the space they deserve to worship.
